Look for your nearest One Stop Center. These are federally funded assistance centers for people who are not in school and need help with education or employment. They may be located in the (un)employment office or community college or adult school. You’ll have to make some calls to find the one nearest to you. Start with a call to your school district office. Give them the same information that you’ve put in your question.
PAL grants involve filling out an application and submitting school records, etc. so it’s usually done through an office of some sort.

PS - lots of people are dyslexic. If your talent is in art, then being dyslexic is only a bump in your road. Some people have never found their talent and only know their bumps.
